The have whole lot of unnecessary forms and applications, so obviously they will need to have people to adjudicate them. Best example I can tell is 1 year advance Parole document & 2 year EAD document. why can't they combine them make 1 document good for 3 years for travel & work. If you need more fees charge 3 X the advance parole + EAD fees. But you will have to adjudicate it once...there are 100s of unnecessary forms which are burden on beneficiaries as well as USCIS
