From NAFSA:

The Department of State (DoS) has recently identified difficulties with its Consolidated Consular Database (CCD) communicating with the Student and Exchange Visitor Program's (SEVP) Student and Exchange Visitor Information System (SEVIS).

http://www.nafsa.org/uploadedFiles/BM%201111-02%20DoS%20Not%20Issuing%20F%20M%20or%20J%20Visas.pdf

DoS discovered this issue on November 14, 2011.

Purpose

SEVP and DoS are investigating this issue between CCD and SEVIS to bring about a resolution as quickly as possible. Effective immediately, in order to ensure maximum data integrity and consistency, DoS has temporarily halted the issuance of ALL F, M and J visas at all U.S. Embassies and Consulates .

Please note that this may alter prospective students' or exchange visitors' travel schedules.

SEVP plans to circulate additional broadcast messages upon receipt of any updates or changes regarding this issue.

Sheer incompetence...typical of the US government! Luckily this happens in November instead of June.

DoS wants to show solidarity to the do nothing congress. Of course like congress, they like to take in all the money and still do nothing. Of course if congress can make money and still come up with no results, why cant DOS?

Apparently it got fixed - http://www.lexisnexis.com/community/immigration-law/blogs/inside/archive/2011/11/21/alert-dos-resumes-issuance-of-f-m-and-j-visas.aspx

It seems like they figured, they could not make excuses like the congress.

With the DV lottery issue, then this, maybe, just maybe, they should hire some competent programmers for a change...

Not going to happen, of course...
