REPORT: 1 IN 4 SCIENTISTS, ENGINEERS ARE FOREIGN-BORN

No surprise and it illustrates how dependent the US is on these highly qualified foreign professionals. Policymakers need to recognize the immediate need for visa liberalization for science, technology, engineering and math professionals and also begin to address why our young people are not going in to these fields in sufficient numbers. What I can tell you we need to make sure we do NOT do is block high skilled immigrants with the excuse that we need to focus on training Americans for these jobs. We end up blocking immigrants from coming and then no one ever addresses the training part. Immigration is a great way to address short term shortages. Whether it is used to address long term shortages depends on the will of lawmakers and the free market.

    According to Vivek Wadhwa, that's a myth. He cites the Urban Institute's Hal Salzman and Georgetown University professor Lindsay Lowell who reported that our education system actually produces more science and engineering graduates than the market demands.

    Indeed! Dont see anyone from CIS, FAIR or Numbers USA protesting budget cuts at the state or national levels. Where were they when the unions were protesting cuts in Wisconsin? Where are they now when the unions are protesting cuts in Ohio?
    Their goal is not jobs. The racists at the CIS such as Kirkorian, Camarotta and Vaughan and at FAIR such as Stein dont give a damn if jobs move abroad...they are like the British conservatives...they want to keep the country white even if it means fewer jobs for Americans....that is their only goal. I am all for training Americans instead of giving people like Gadaffi's son admission into this country...but I dont see any action and all Lamar Smith, Steve King and company want is to keep this country white and they are afraid of this....

    And when you look at the comments, they all sound like death row inmates blaming everyone else except themselves...outsourcing, immigration, blacks, affirmative action, anchor babies, etc...they dont talk about what put Americans in this predicament...the murder and capital punishment analogy...running up national debt with foreigners especially Asians owning quite a bit of the debt!

    Ah yes! But quality! They mostly work with Army Corp of Engineers and Public Works in other states...and we all know what happened to the New Orleans Levy and the Minneapolis Bridge! If that is the vision for America employ less qualified folks, American or foreign born...otherwise employ the best qualified or most competent! And dont give me the crap about employing low wage dark skinned foreigner over a high wage white skinned American, both of whom are equally qualified...if that is indeed the case, there wont be much demand for Civil Rights or Affirmative Action and there will be very little talk of racism! The question that needs to be addressed is what is the performance...GPA. If you can prove that they are hiring a 2.5/4.0 foreigner over a 4.0/4.0 American, I will break ranks with Greg Siskind and other pro-immigration folks and join the side of FAIR and CIS. The problem is folks who look like the employees of CIS and FAIR will talk about GPA when it comes to fighting Affirmative Action but when it comes to skilled migration, they will emphasize their Americanness and de-emphasize GPA and quality!

    In the Hill blog you said that the denial rate for EB-1 and O visas are very high. Who are the folks at the short end of the stick? University Professors at top schools or movie actors and artists? And do you have any breakdown. All the University Professors in economics that I know who applied for O got it during the past six years. That covers at least six schools...Harvard, Princeton, Colorado, Hawaii, UCLA and UC Davis.

    Wish I had an easy place to point you to George, but my information came out of a recent bar conference where the statistics were discussed. Most of the data was on the EB-1 category and data showing a dramatic decline in approval rates - something in the order of a 2/3 reduction in the number of cases approved. If I am able to locate the data, I'll post it.

    Based on Yearbook of Immigration Statistics...EB-1 increased between 2008 and 2009, while EB-2 sharped droply...in 2009 after big jump in 2008....

    George - Most EB-1s are in the multi-national executive/manager category (the counterpart to the L-1 visa).

    American workers have many advantages. Our research showed that U.S. workers have advantages in their communications skills, understanding of the market, education/training, creativity, and willingness to challenge the status quo. They are as productive or more productive and deliver work of equal or higher quality than foreign workers. We also learned that the work being sent abroad is rarely more technical than that done in the U.S. And there are security risks, cultural barriers, infrastructure problems, and training issues offshore that can reduce its attractiveness.

    The sharp drop in EB-1 may be attributed to the Kazarian memo that sealed the fate of many qualified scientists and engineers. I donn't think Kazarian memo affects the EB-1C applicants. It seems USCIS is in full swing to drive qualified people away.

    Go and read the New Orleans disaster report and the lawsuits that followed. Army Corp only employes US citizens and as everyone else including you claim, private sector employs a lot of foreigners. The rest of your assertions are typical drivel from uncompetitive Americans who like to say that GPA should be the only factor considered when it comes to AA and all other factors should be considered when it comes to competition with foreigners. The proof is in the quality of workmanship, not communications and speaking English!

    Obviously these guys and you have not been to Shanghai, Beijing, Singapore, Hong Kong, Taipei, etc...very poor infrastructure problems indeed!

    You wanted evidence, I have provided evidence. Any Megalev High speed trains in the US? Forget that. Show me evidence as in the case of black/white divide that Americans are performing better in science and engineering than foreign students...GPA, GRE Scores? If you can do that, I will be the first one to break ranks with Greg Siskind and other pros and join CIS and FAIR. Not drivel about all other advantages that Americans have from communications to the most important you missed that some Americans like to deal with only white people!
