APRIL 2011 VISA BULLETIN RELEASED

Guest writer Legal and Still Waiting has once again did a superb job summing up the movement of visa numbers since last month. Very bad news for Family 1st applicants and the India and China numbers are still not keeping up in the employment categories. Here is LASW' review:


Family 1st - World numbers, China and India have retrogressed by 8 months to 01 May 04; two week advance for Mexico and three and a half months advance for Philippines.


Family 2A - World numbers, China and India have advanced three months to April 2007; Mexico advanced to 6 months to July 2006; Philippines advanced 3 months to April 07.


Family 2B - World numbers, India and China stalled at 15 April 2003; Dominican Republic advances to 15 April 2003 as well; Mexico stalled at 15 July 92 and Philippines advances four months to Dec 99.


Family 3rd - Most countries advance two and a half months to 15 March 2001; Philippines advances 3 weeks to 01 January 92; Mexico advances one week to 08 November 1992.


Family 4th - Most countries advance to February 2000; China stalled at Jan 2000; Philippines advances to March 08 1988; Mexico advances one week to 01 February 1996.


Employment 1st - Still current in all categories


Employment 2nd - Most countries still current; two weeks improvement for China (22 July 2006) and still stalled for India (8 May 2006).


Employment 3rd - Three week advance for most countries to 22 July 2005; advance for China to 01 March 2004; three week advance for India to 08 April 2002;  Mexico jumps four months to 08 May 2004; three week advance for Philippines to 22 July 2005.


Employment 3rd Other Workers - Most countries advance five weeks to 22 July 2003; China stalled to 22 April 2003; India advances three weeks to 08 April 2002; Mexico advances to 22 July 2003; Philippines advances five weeks to 22 July 2003.


Employment 4th - Still current in all categories


Employment 5th - Still current in all categories

    More than 1 million high-skilled workers are waiting for an employment based green card, and untold numbers have given up on waiting or even applying. For those in the queue, their applications have been approved, but their green cards won't be available for years because of strict numerical limits on employment-based permanent visas

    Open question for all?

    Is there a reason the entire EB/FB quota can't be released in October of each year? Given that there is a backlog that has to be contended with, prorating it over 12 months only adds to the delay.

    AZ panders to white skin worshippping paganism (form which all other races are excluded)...this existed and to some extent exists among white Afrikaaners in South Africa.....

    The goal of Utah is to add more members to the mormon church.....however dont expect the white skin worshipping pagans in the tea party movement to lie low for too long...these republicans and the governor will be teabagged and Orin Hatch is going to be the first victim.....

    On a side matter may I remind all of you that according to reports half of the union households protesting in front of the capitol in WI listened to their white skin worshipping pagan instincts and voted against their economic interests, for Scott Walker, Senator Kapanke and many others, to spite Obama, to spite minorities and spite immigrants. Now they want help? Sorry!

    I think there is a good reason. If the quota is filled on October 1, then nobody would be able to file AOS for the rest of the year - no matter the priority date. So, if you have PD in 2003, and on October 1 a bunch of people with PDs in 2005 got approved, you still would not be able to file until the next October. My understanding is that the USCIS is trying to balance the number of pending applications that become current with the number of new applications that will be submitted and probably approved quickly against the quotas. Not that they are doing a perfect job at it, but that's the idea.

    IIRC, the rules were amended a few years ago whereby labor certs were required to be filed within a certain period of time. INS just needs to process the ones that are filed chronologically. If a category wasn't backlogged then what you are saying would be right on the beam.

    With the grace of God, nothing should happen in America or to Americans like what happened in Japan recently. However, should a natural calamity occurs, how will the US meet accute shortage of RNs and Physicians?
