    Any movement is GOOD.

USCIS came up with most awaited I-485 Inventory (http://www.uscis.gov/portal/site/uscis/menuitem.eb1d4c2a3e5b9ac89243c6a7543f6d1a/?vgnextoid=16551543455e5210VgnVCM100000082ca60aRCRD&vgnextchannel=16551543455e5210VgnVCM100000082ca60aRCRD)

In December Inventory EB3ROW had 57,923 Applications and In latest Inventory its 40,429, thats around 17500 applications processed/ported to EB2/rejected/pulled, Its hard to conclude that USCIS used all assigned visas for the Calendar Year 2010 (EB3ROW roughly gets around 28K visas for CY AOS and Consular), why cant USCIS provide how may visas did they issue in a CY, I think its not a rocket science and they simply dont want to put themselves in controversies and/or lawsuit.

Now, with new CY, we should reach somewhere between Oct 2006 - Dec 2006 by the end of CY 2011 if they processing the applications in timely manner (and well into 2007 if there any spilover). Simple Math shows, EB3ROW should be cleared up in 2 CY's but you never know with USCIS, they tend to make everything very complicated, and I dont see light for EB3I for long long time.

The DOS publishes an annual report with details on how many visas were issued.
