HOUSE OF REPRESENTATIVES PLANNING TO LEAVE TO CAMPAIGN WITHOUT EXTENDING KEY PROGRAMS

The US House of Representatives passed a continuing resolution last night that extends the E-Verify program until next March, but allows the following programs to die:



- The Conrad 30 J-1 waiver program which sends physicians to medically underserved inner city and rural communities around the country





- The H-2B returning worker provision which stops double and triple counting of seasonal workers coming to fill positions where employers have proven no US workers are available



- The religious worker immigrant visa program that has been around for nearly two decades and which is critical for churches and synagogues around the US



- Green cards for nurses



And, of course, the recapture bill I've been discussing is nowhere to be found in the CR.



Please call your Senators and let them know that it is fundamentally unfair to tend to E-Verify in the continuing resolution and ignore these other vital programs and bills. Then urge them to include them in the version that they pass.



[Update: A helpful reader has corrected me and pointed out that the EB-5 regional center extension is in the CR. That's great news. Unfortunately, in getting through 357 pages of obscure references to US code sections, I missed that. But my point is still the same. After an entire two years of this Congress, this bill is basically all that our legislators will have to point to as their legislative accomplishment. That's just embarrasing.]

    Why are you in so much angst? The GOP is going to get wiped out in the coming elections. The latest polls put even Elizabeth Dole behind her rival in NC. Unless something dramatically changes in the next six weeks, there could be as many as 60 Democrats in the Senate and the Florida Senator will have a much easier time after Vitter, Sessions and DeMint are marginalized. After the GOP is wiped out in the congressional elections on November 4, the lame duck session will likely resolve these issues. If not, they will resolve it next year.

    Wrong. EB-5 is extended in Section 144.

    These bills are only bringing false hope to legal immigrants...its better for them not to watch the kettle...it will give off a nice sound anyway when it boils...

    The problem in trying to attach all bills is that such tactic will not even pass one reauthorization bills.

    The priority right now is the financial crisis. So it is unlikely anything else will get done. Last I heard there is no agreement on the bailout plan. Eventually the only way we are going to get out of the housing crisis is through immigration..eg. getting foreigners to invest in properties here in the US in exchange for a green card. If the government is serious about ending the housing crisis and put the house in order, they need to not only make EB-5 permanent, they need to increase the number of EB-5s. There are simply not enough Americans who can afford to buy the surplus houses in the market. Shortage of American home buyers is far worse than the shortage of skills in this country, although the managerial and finance profession could get a lift if the firms can compete for the best and the brightest CEOs (really the best, not someone who is well networked) rather than be restricted to hiring incompetent Americans with good connections.

    May be a better way to have approached it was to significantly increase the EB5 visa numbers to about 25,000 - 40,000 and widen the program to include people who would invest in houses worth atleast 150% - 200% of the national average house price (100% down payment). Show em the numbers and the money....

    There was a moment when Menendez could have gotten a lot, but he overestimated his leverage, asked for too much, and now he (and all of you) have next to nothing. If it hadn't been for him the Specter bill, with reauthorizations for Conrad, EB-5, religious worker, and E-Verify would have sailed through. If you want to be mad at someone, be mad at Menendez. Keep in mind Menendez is also culpable in no small part for the collapse of S. 1639 (the comprehensive bill) last June on account of his totally unreasonable family immigration amendments. Anyway, eyes on the Senate now: one more coming.

    Guys,

    Take it easy. There are so many bigots on the hill now on both sides. Dick Durbin is one such bigot. He is going to drive his Jr Senator's immigration policy and pass DREAM act in he first 30 days. Next 30 days, he will work with the gentleman from IOWA to scrap H1B program. As soon as the senate becomes 60+ dems, those guys are gonna act the same way republicans did when they had the majority.

    Any way, Now that GWB and his administration has defeated Mccain again (he did in 2000) in 2008, Obama does not need to defeat him. What was a dead heat race is now a double digit lead? The Dems dont need to defeat GOP. GWB and Paulson just did that. If Paulson and Bernanke told people the truth at the start of the year, this election would have been a lot different now.

    I am wondering why No one is asking if this a band aid or the final panacea. Oh well! like they are going to tell the truth

    Who wants to come in EB-5 in this situation? Putting in 500K in those regional centers for 5 years is not an option for any one. Oh B T W last time I checked 800 EB5 visas were issued per year. Best way to do is exempt EB-2/3 from cap and encourage home buying as was suggested in another post or expand EB-5 with additional numbers.

    Durbin a bigot?? If he's such a bigot then how do you explain the DREAM Act, which is nothing less than a mini-amnesty? He cares about U.S. workers, and the unions that represent them, and there's no way you can blast him for that.

    Durbin and Grassley need to be more concerned about H1-B jobs going abroad where they will end up paying even lesser wages than they pay immigrants in this country. That is exactly what is going to happen in the current climate.

    Yesterday Paulson went down on bended knee to beg Pelosi to save the bailout deal. I am very sure that pretty soon it would be evident that we would not have enough Americans to buy the surplus houses in the market which is increasing by the day. The congress will not go on bended knee to foreigners as Paulson did, although if the situation really gets worse I will not rule that out. However, I think it will increase EB-5 visas to let foreigners to buy the houses in this country especially over the million dollar range with cash upfront, protests from Kirkorian, Stein, CIS, Numbers USA and FAIR as well as perhaps Lou "the looser" Dobbs not withstanding. Dobbs and Buchanan will cry about the loss of nation's sovereignty. The nation nose deep in debt has no sovereignty in the first place. If foreigners want to bring this country down, they can by refusing to buy the t-bills or by selling the t-bills.

    A bigot (in modern usage) is a prejudiced person who is intolerant of any opinions differing from their own.

    This is what exactly Durbin is in the case of H1B/EB GC.

    DREAM Act is great, but he is on the good side of things. A good politician will try to see the pros and cons of both sides. IMO, Durbin did not do that with the H1B/EB GC program.

    Jan/Feb 09 are not too far. we will talk about Durbin, his greatness, his bigotry again. Dont worry.

    I don't think you have the right definition of a bigot - it is not about being intolerant of opinions, it is about having a predjudice against a group of people based on generalized differences, like assuming that all Hispanics are illegal or all blacks are criminals.

    I don't think Durbin is a bigot, although there is certainly branding of most H1Bs as lower-paid IT consultants from India. But it is not really based on his hate of Indians or hate of foreign workers in general. He is definitely misguided, however, but it comes from listening to dumb people like the programmers faux-guild. Also, I don't think Durbin will pursue reduction of H1B or even be opposed H1 cap increase, should Obama propose it, which I am quite sure he will.

    It's funny there is even a debate if Mr.Durbin is a bigot or not. Of course HE IS. A fanatic, pervert and a BIGOT, with lots of twisted logic. You don't call such a fanatic simply "misguided".
