    The timing of this no match rule still seems strange to me I can not put my finger to what it accomplishes and who gains the most with it?? Clearly Bush does not want businesess throwing political contributions to the dems only assuring them a big win in 2008. This congress will not tackle CIR, why are they doing this what is their end? Clearly the government does not want a negative impact on businesess and the economy. Not sure but I am sure that more eveidence and articles in this regard will keep surfacing as time goes on.

    One of the key parts of Bush's strategy has always been to appease and strengthen its conservative base. If you read Applebees America (by his strategist Matthew Dowd), he goes on about how they found it was more effective to strengthen their base & get them to vote vs. trying to appeal to moderates.

    The difficulty is that as issues shift (such as immigration) they find themselves losing some of their base but have never made the inroads with moderates to get them excited about supporting a Bush policy.

    Especially with Rove out now (who was always pro-immigration), I think what the administration is seeing is that all they can do at this point is shore up some of the base that they've been losing this year. Don't think that this is the answer they were looking for though because as Another Voice says, its bad for business & bad for the economy.

    Conservative base will not be enough to win the election or the majority in congress although it will assure them a retention of conservative seats. But in the overall picture I think big business will have a bigger weight on this issue. All the companies that are afected by this will support politicians that will help them to resolve this because they need the workers. Corporations do not like it when profits go down or they lose sales to import goods. This is all still strange, I guess time will tell the impact of no match rule.

    Another Voice - Definitely agree that the base isn't enough to win in '08. Wasn't saying it was a good strategy, but seems to be a confused strategy if nothing else.
