In her first remarks to Congress since the Deferred Action announcement last month, DHS Secretary Janet Napolitano told the House Judiciary Committee that "[o]ur nation's immigration laws must be enforced in a strong and sensible manner, but they are not designed to be blindly enforced without consideration given to the individual circumstances of each case." Later, Ms. Napolitano further described the Deferred Action plan and defended the Obama administration's role in it.
