    Garyy Endleman and Cyrus Mehta make an excellent point about attracting high skilled immmigrants and then failing to allow them in to the US in their article - Indian Immigration Policy and the Transnational Prevailing Wage for It Workers - but they miss a significant point. India isn't learnign protectionism from the USA. India's tragically destructive license Raj and Fabian socialist traditions are fighting a rearguard action against modernity and free markets, and have little to do with American populist protectionism. India's issues, like our own, are home grown.
