System Without Waiting For Congressional Action

Harry DeMell writes "The President can take administrative steps

(a) Dear Editor:
This is not unusual especially in Jewish Community to help one
another (11/09/09 ID comment). During the time when the Second
World War was on and the exodus of the Jes was going one I saw
how united this community was in Panama.  They arives with the
bare goods and the Jews in my Country established them in small
store so that they could survives and somehow they succeeded in
what was established for them.
