Jailed Without Justice

The San Francisco Chronicle
http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2009/03/25/MNAM16MA7P.DTL
reports that Amnesty International published a report called
"Jailed Without Justice: Immigration Detention in the USA" which
raises concerns over due process and conditions of detention.
"More than 400,000 people a year are detained by immigration
officials in the United States - including undocumented
immigrants, legal immigrants who run afoul of the law and asylum
seekers who come fleeing persecution - but according to a report
released today by Amnesty International, conditions are often
deplorable and detainees are routinely denied due process. It's
the second major human rights report in a week to indict the
nation's immigration detention system."

We welcome readers to share their opinion and ideas with us by

(a) Dear Editor:
Regarding the letter of Cornelius D. Scully (03/24/09 ID):
Actually, I worked for the real Dick Scully in the visa office of
old. Before e-mail and cheap international telephone calling
arrived, there were a whole set of different visa brevity codes
for use in cables -- greek letters for communications between
posts (Visas Alpha was a request for any information another post
had about an applicant, and the reply was usually Visas Delta, no
derogatory information at post); animals for communications to
the Department (Visas Bear was originally an advisory opinion
request for a Soviet official); numbers for communications from
the Department (e.g., Visas Ninety-two, which authorized refugee
processing for the dependents of an alien who had been granted
asylum).  It was actually all an effort to save money in telegram
billing by consolidating words.  Similarly, you will still hear
old conoffs (Consular officers) like me talk about Amcits
(American citizens), Codels (Congressional delegations), and
ALDACs (cables sent to all diplomatic And consular posts). At my
last firm there were times that none of the other attorneys
understood me at all. None of these were ever derogatory or
complimentary -- they are just jargon adopted when every word
cost money.
Ben Lowe, Esq.

(b) Dear Editor:
Since you feature in ID immigrants of the week:  There is a
newspaper article "We Are All Immigrant" from the March 1 Denver
Post regarding a Colorado man who records and airs on radio the
stories of immigrants in an effort to rectify the negativity too
often associated with the word "immigrant".  I found it very
interesting what one determined citizen can do to improve the
public impression.
Margaret Makar, Esq.
