The Discharge Option and Immigration Reform

Rate this Entry
Few are talking about it, but despite Speaker Boehner's dismissal of the possibility of taking up the reform bill already passed by the Senate, there is a way around him. The House can take up a Senate bill via a discharge petition. That requires a written petition signed by the majority of House members. Just about every Democrat would sign it. It wouldn't take very many Republicans to finish the job, but even though there are probably enough Republicans to vote for the Senate bill if it were introduced, it's not clear that there are enough Republicans who would sign off on such an extraordinary measure.

Molly Jackman from the The Brookings Institute has a helpful in depth report on the history of discharge petitions and how one might work to move immigration reform.
