GOP Sending Very Mixed Signals on Immigration

In the course of a week, we've heard one GOP Congressman, Raul Labrador (R-ID) pronounce the Senate immigration bill dead and promise that there will be no conferencing with the upper chamber. And then today, John Boehner today says he's hopeful an immigration bill can still be done by the end of the year.

Is this a big head fake from the GOP to keep everyone guessing? My sense is that the Republicans still haven't decided on what they're going to do and there is still internal disagreement on a strategy.

I also think some in the GOP are genuinely hoping the Senate will take up the House's bills on a piecemeal basis. That would require a huge strategy shift for Democrats, though if the end result is a smartly reformed immigration system, that might be worth considering.
