Democrats Threaten to Use Discharge to Force House to Consider Senate Bill

Rating: 5 votes, 5.00 average.
Months ago talk of a discharge petition circulated among pro-immigration folks. Basically, House Democrats and allied Republicans could force Speaker Boehner to bring the Senate immigration bill to the floor for a vote if a written petition signed by a majority of House members was presented to him (that's all your Democrats plus 17 Republicans). Many believe that the numbers are there, but Democratic leaders have waited to see if the GOP could get it's act together before pushing on this. Whether it's just a threat or the Democrats are serious, Senate Immigration Committee Chairman Chuck Schumer (D-NY) told reporters that the House Democrats need to start thinking about a discharge petition. A few dozen Republicans have come out in favor of an approach like the Senate's so there's some optimism that the votes might be there. Stay tuned...

The Senate version raises revenue. All revenue-raising bills must originate in the House. It won't work because it would be "blue slipped."

Actually, HR 15 is virtually identical to the Senate bill - better even. I suspect that's the bill that will be the subject of the discharge petition.

From the San Francisco Chronicle: "The odds are daunting for Democrats in what clearly is political maneuvering ahead of the elections this fall."
