This is long overdue. HIV+ individuals will be permitted to enter for up to 30 days without the need for a waiver. No, put people are asked on the visa application or (for people using visa waiver) on the I-94W if they have a communicable disease. And HIV certainly qualifies as that.

What's prevented them before? I don't think there's a medical exam for non-immigrant visas like the one for the I-485.
