She probablly forgot to say that she meant election 2012.

It should probably read as:
"MAJOR REFORM IS "NOT VIABLE" UNTIL IMMIGRATION IS NO LONGER THREATENS CHANCES OF PEOPLE VOTING FOR PEOPLE"
Or maybe:
"MAJOR REFORM IS "NOT VIABLE" UNTIL IMMIGRATION IS NO LONGER A PROBLEM"
Or perhaps:
"MAJOR REFORM IS "NOT VIABLE" UNTIL IMMIGRATION IS SUBJECT TO MAJOR REFORM"
Take your pick. :D
