WILL GROWING HISPANIC POPULATION IMPACT ELECTIONS?

New Census data is showing rapid growth in Hispanic populations in a number of key states.

If immigrants become citizens the answer is yes. Unfortunately many immigrants take up residence in states with a disproportionate number of racist whites, eg. Texas or Georgia and refuse to become citizens. The impact is no clout while boosting the power of these racist whites, through the increase in electoral votes for these states. My guess is that immigrants who refuse to become citizens end up increasing the power of racist whites by one electoral vote in a state such as Texas while the electoral power of pro-immigrant states such as Illinois declines by about the same margin. A study on this would be useful. I have a gut feeling that had illegal and legal immigrants been disproportionately concentrated in Illinois or New York instead of Texas and Florida, Al Gore would have been elected President.
