Does this mean that the US citizens clear UK immigration in the US before travelling to UK and vice versa? Otherwise it is similar to the Aussie system of entry for US citizens, and does not guarantee entry at the UK port of entry, particularly for Americans who are not really considered "American" by a lot of people in Europe and Australia/New Zealand or Canada, ie., Asian and Hispanic Americans...they will continue to have problems.

So how does this this differ from the current Visa Waiver program? Is it basically a "fast track" customs process for tourists?
