Perhaps you're right. But it made DHS and ICE look like fools.

I think you're really misunderstanding the purpose of the program. The program was not created to be successful. Its purpose was to justify stronger enforcement measures. Later they will say "we tried a voluntary deportation program, but nobody participated, so now we need to go ahead with massive detentions".
To quote from the article:

If ICE offered waiver of the 3 or 10 year ban after they self-deport and can start anew as if they never overstayed or entered illegally, would you think it would have been successful?
I would think so. But ICE never offered anything but 90 days to prepare for departure and non-detention.

Ha ha ha ha... some people just don't get it... and they never will. The only chance that this country can get any better is by getting rid of all the neo-cons in power. Otherwise wait for the next 9-11 (another fabricated one, that is).

But I think you are unfair to Eddie Murphy. Even his worst film is better than what ICE came up with. They are obviously in a completely different universe if they thought their self-deportation stuff would fly.
