Aside from the issue of fairness, etc., from a practical point of view, this problem occurred essentially because the USCIS acted very slowly in adjudicating the cases (I realize that in some cases a USC and the foreign spouse might have been slow in filing the cases, which in itself should not be the reason for deportation either). Not only in the context of I-751 but in context of I-829s, so much hardships occur due to the slow action of the USCIS. I can go on and on to give you examples in the context of I-751, I-829 and naturalizations.
I want to say this to the USCIS: This is not the America. There is something called "discretion" that can and should be exercised. It's a real shame. Anyway, America, just be glad that some foreigners still want to come to America and make it a better place.
