Pretty weak on legal grounds, but good as a post-1/20/09 delaying tactic, which is clearly the intent. If the Chamber wants to prop up Proskauer at this time (see http://abovethelaw.com/2008/12/nationwide_layoff_watch_update.php), it's their money.
