Please don't perpetuate misrepresentations in some newspapers.
The President's job is for the American people. The H1 also has an education fee component to increase the number of Americans in technical fields. That hasn't meant that the H1 is gone.

Would it help to get the FOIA request and the response published in a major news site? There may be some grey areas w.r.t. country of chargeability because of cross-chargeability and country of birth instead of country of citizenship but not knowing what priority date is sounds like a criminal offense. On what basis are the HRs and Senators writing hundreds of pages of immigration reform bills if the USCIS is unable to provide them with basic information about the backlogs?

May be they are just incompetent. Or may be they have relatives who were laid off over eight years ago, and could not get jobs in their field. Or may be they are friends with CIS, FAIR and other racist groups. Who knows? However, I do hope that none of them are taking bribes from anti-immigration groups!

Unrelated but wanted to hear your opinion. On IV there is a reply to a FOIA from USCIS. The request was for pending I-485 per country of chargebility per EB visa category for India, China, Mexico, Philippines, ROW.
USCIS writes back this reply that seems odd. First, they want $5000 to write a computer program for this. Fine. Then they claim the don't have a way to know country of chargebility until the I-485 is approved. If we believe that then the question: Do they actually physically go through the thousands of pending files to verify the priority date (PD) and chargebilty every month? Doesn't add up.
Of course USCIS, also asks to define PD!!
I just attached the IV thread, it thats okay.

This is truly ridiculous! Are they saying they do not have counts by country of chargeability? If they don't then the whole leadership of the USCIS needs to be sent out of the door because they have never requested one of the most important pieces of information they need to establish cut off dates! Define priority date? Are you kidding me???...
