The problem isn't the head count. It's finding floor time, according to the Senate Majority Leader.

Legal immigration should be kept separate from illegal immigration. Congress should consider a relief for legal immigrants to reduce the ever growing Green card backlog.

I think the Whitehouse and Congress should strongly consider taking up immigration after HC reform and downgrade the Energy bill to 3rd priority. I am not saying taking up the Energy bill is less impt. than immigration but if they really want immigration reform to finally happen and be done within this year, it should be given priority over Energy.
If patients go to the E.R. and one is having asthma or can't breath for other reasons they get priority over everyone else. It does not in any way say that the other patient's complaints are any less impt. and may even be more severe but the one having trouble breathing is undoubtedly the one with the immediate life threatening situation and should be treated first. Improper triaging would result in both patients being dead w/c what happened when Bush chose to take up social security before immigration reform in 2004. Bush regretted that tactical or strategic mistake, the Obama administration should learn from that mistake.
