Well, that's basically what he's saying. The other day I reported that DHS is signing new 287(g) agreements with 11 more police departments. I didn't report a good piece of news, however, and that is that DHS will now only allow local law enforcement agencies to use 287(g) in connection with people committing real crimes (e.g. not jaywalking or having a broken tail light or having windows tinted too dark). They are also insisting that crimes actually be prosecuted rather than police forces using the arrest as an excuse to rush someone to the border and deport them.
Think Progress is reporting that Sheriff Joe Arpaio of Phoenix intends to ignore the law (irony, anyone?) and continue on as he has. He also has told the Wall Street Journal:
If I’m told not to enforce immigration law except if the alien is a violent criminal, my answer to that is we are still going to do the same thing, 287g or not.
I'm looking forward to seeing this showdown. I can see the contempt order coming.

I think this guy wants to provoke the feds to bring him down to use it as a flag that says "see they don't really care about fighting Illegal immigration and I do" I can see the headlines in Lou Dobbs and FOX NEWS. They may just want to focus their efforts on CIR and make this guy irrelevant... or perhaps revoke his 287(g) agreement for not following the law, I guess that is the showdown.

I am hoping that Arapaio was involved indirectly in the home invasion by Ms. Ford that resulted in the death of two US citizens..now that would be a reason for indictment.
