Partly as a result of this and cumbersome process in evaluating who is illegal and who is not, businesses are moving out of the state resulting in a spike in unemployment. Normally, Arizona is least affected by recession but Hispanic population (legal and illegal) moving out of the state may result in fewer electoral votes next time around and possibly contributed to the worsening of the financial crisis in the state.
