Congressman Jason Chaffetz (R-UT) and Congressman John Conyers (D-MI) have introduced legislation creating a green card path for E-2 investor visa holders who can demonstrate their investments have generated at least five jobs for American workerswithin the prior four years. The concepts in the bill have been included in prior bills and, in fact, I suggested something akin to this four years ago when I wrote the article "IMMIGRATION AS STIMULUS - 10 IDEAS FOR USING MIGRATION POLICY TO JUMP START THE ECONOMY AND CREATE JOBS".
It's good to see members of Congress are still trying, but the fact that a bill like this has not moved despite support from both the left and the right says a lot about how dysfunctional the Congress is.
