From the Wall Street Journal. There could be a lot of reasons for this. First, some may be waiting to see what happens in the presidential election. Others may have seen the rules and now realize the process is more complicated and it's taking time to get the paperwork together. Others may be trying to raise the money for the applications.

That may not be a bad thing, Visa folks may not get impacted as hard with delays because of DACA

Or attorney fees "which can surpass $1,000 apiece".
