Graham is starting to look like the one who's going to take the lead in the Senate on immigration reform. That's good news as he was one of the early supporters of reform and one can sense that he was biding his time until sanity returned to the party.
Graham and Schumer aren't offering much in the way of details yet, but it looks like features of the 2006/2007 proposals will be revived including a legalization track and tough new enforcement provisions. Senator Schumer has been pushing for an identification card to prove legal status and that concept is mentioned as being part of the negotiations.
