This Visa Bulletin contains no surprises. EB-2 China and India remain Unavailable and will remain Unavailable until the October 2012 Visa Bulletin, which is the first one of US Fiscal Year 2013 and will be published in early/mid September. The conventional wisdom is that the EB-2 China and India dates will leap ahead, although how far ahead remains to be seen.
The EB-3 categories had a larger than usual progression in the September Visa Bulletin. This is due to the Department of State's desire to insure that all EB-3 visas are claimed by the end of the fiscal year on September 30, 2012.

Thanks for the advice. We will contact the employer for a copy of the I-140 approval notice. For the mean time, I would like to ask a few follow-up questions.
Based on your experience, when will be the priority date be determined? Will it usually be the same, more or less as received date? Or is it the same as approval date? I believed that my wife's I-140 was approved 1st quarter of 2008 which is about a litte more than a year from recieved date.

Hi Ian-
It sounds like you only have a receipt notice, and not an approval notice (they are similar looking).
You should contact your I-140 employer/sponsor and see if they can give you the I-140 Approval Notice.

Hi Chris,
How are you?
I got a question. The form I-797C, Notice of Action that my wife received way back 2006 does not have a priority date indicated at the "priority date box". Only Received date and Notice date are indicated. I guess that the priority date should not be too far from the received date or notice date. Do you have any idea how to check what is the exact priority date in this case?
